A final office action is a notification received by a trademark application’s examiner when a previous, non-final office action was not properly resolved by an applicant’s response. It means that the examining attorney considers the matter resolved and intends to refuse the application unless the raised issues can be resolved.

This does not automatically mean that the application is over. The applicant can still respond, but the options are narrower. The response must either satisfy the examiner on the remaining grounds, or the applicant can appeal the decision to the relevant tribunal (such as the TTAB in the US).
